Value increment

A unit of investable work that passes the litmus test: two or more features, a measurable outcome, spanning multiple sprints under a single accountable owner. Value increments are what the portfolio backlog holds, what discovery makes ready, and what quarterly planning commits. Work that fails the test is not forced into the shape; it routes to the governed container for smaller work.
